Making calls out

why is my phone not allowing me to call out when I meant to be on an unlimited calls contract and I generally don't make calls?

You could try putting a PAYG SIM on another network into your handset ; and putting your existing O2 SIM into a different handset. that will at least help you to isolate whether it is a handset or a SIM issue.
