It's 2015... why can't I tether on PAYG?

I recently ported over from EE due to a lack of signal where I live. A couple of days ago my carrier settings updated, and since then the option to create a personal hotspot has disappeared. Why is this?

C'mon people, it's 2015. I pay for the service I get, which includes 1Gb of data a month. Surely I can use that data however I want?

I was trying to connect my laptop to send off a CV for a respective job, which is when I discovered O2 PAYG doesn't have tethering enabled.

Is there a plan to change this, or should I move over to 3? It's no skin off my back to port my number again.

O2 have never allowed it on PAYG - dunno why, but that's the way it's always been.
