Yes you can, call cs on 202 & if your on a refresh contract you just pay off what's left of your device plan then cancel your airtime plan without penalty then you are free to leave.

if you are on a standard 24 month contract just pay your monthly tariff x how many months left to pay

You might want to think about getting your phone unlocked whilst it's free on contract.
