I cant make outgoing calls until the bar has been lifted? Why is this? My bill has been paid

I've tried to make an outgoing call but it is saying the call is barred. I'm not sure why this is when I can ring other people?

Is it a premium rate number as these may be barred by default or if you have a spend cap?
