Australia is a problem at the moment they do not seem to be allowing phones that do not have 4G Calling (VoLTE) So that includes O2 PAYG and some contract phones where for some reason VoLTE has never been applied.
Try connecting to Vodafone, I'm informed that works in some areas
This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
