Call is immediately dropped. The help system says I may have a spend cap but I didn't set one and can't view or change it either in the app or on-line.

If there is a spend cap you should see it in My O2
It's possible you may have an international bar which customer service would need to remove
Open the calls app and check in the phone settings to see if international calls are blocked there
