I want to know how many bills I have to pay before I  can get a handset I was told 3 when I joined

It is totally dependent on o2 it can be 3 months, it can be 6, it can be never.  

 

As it all depends on you passing credit and affordability checks, best thing to do is keep checking myo2, and it will tell you when you can upgrade.
