Does calling 0300 numbers cost or come from inclusive minutes?

Just wondering if calling an 0300 number from my mobile will cost or come from my inclusive minutes?

From the Ts and Cs

6.3 You must not use or permit anyone else to use the Service:
(a) fraudulently, in connection with a criminal offence, in breach of any law or statutory duty;
(b) to make a call or send a message or to take pictures or video or send, upload, download, use or re-use any material, which is offensive, abusive, indecent, defamatory, obscene or menacing, a nuisance (including to our staff) or a hoax in breach of any Rights or anyone’s privacy or is otherwise unlawful;
(c) to cause annoyance, inconvenience or needless anxiety, as set out in the Communications Act 2003;
(d) to generate Artificially Inflated Traffic or in a way which may affect the experience of other customers; or
(e) to persistently send automated unsolicited communications (including SMS spam).

 

That covers the 03/07 scams involving calling for large periods of time.  Action taken is covered in the next bit:

 

7. When we might bar or disconnect your SIM Card

7.1 We can, at our discretion and without notice, bar your SIM Card from making calls (other than to the emergency services), sending messages or accessing data and/or disconnect it from the Network:
(a) if you do not comply with your obligations under paragraphs 6 or any of the events set out in paragraph 8.1 occur;
(b) if the SIM Card is lost or stolen or if we reasonably believe there is fraudulent use of a payment card or your SIM Card;
(c) if you are abusive, make threats, repeatedly cause a nuisance or annoyance or otherwise act illegally towards our staff or property, or that of our agents; or
(d) If you do anything (or permit anyone else to do anything) which we reasonably think adversely impacts the Service to our other customers or may adversely affect our Network or reputation.

Does this also apply to apps that convert 0845/0870/0800 numbers so they come out of your minutes?

Ok so it gets disconnected from the network then surely the customer as they are not getting a service doesn't have anything else to pay

Doing that isn't breaking the Ts and Cs.  You're not artificially inflating network traffic, just replacing one telephone number (chargeable) with one that isn't.  So you're doing nothing wrong there.

This issue is all about people who end up with 70-80 hours of telephone calls to 03 numbers to get some time calling international number for free from whoever runs the 03 telephone number.  It costs O2 a fortune to route the calls for those durations and thats why they feel its artificial inflation of network traffic.  There isn't a genuine reason for calling those numbers other than an attempt to avoid international charges.

03 Numbers
Ofcom has introduced 03 numbers as an alternative to chargeable 08 numbers e.g 0870.

Calls to 03 numbers will cost the same as other standard fixed line numbers (starting 01 or 02), and are included as part of any inclusive or free minutes allowances on O2 tariffs.

even though when I asked an advisor he said they were not included? Pointed this link out and they then double checked and agreed that they are included.

 

Statement:

I've rechecked the same for you and the calling to 03 numbers are included as part of any inclusive or free minutes allowances on O2 tariffs. However, if you'll call these numbers very frequently, then you'll be charged for it and your account services will also be disconnected as per the Ofcom guidelines.

Was this via live chat by any chance if so it doesn't surprise me that they didn't know and unless you were calling them for other purposes like what has been mentioned above I don't see how they can charge you for them you could ring 10 different companies a day all with 0300 numbers there's nothing wrong with that

The confusion arises with some people because there are some 03 numbers that you can dial to circumvent international calling charges. These numbers are known to O2 (and all other networks) and will barr your service if you call them.
Just calling normal 03 numbers are included and are not an issue.
