I’m in Spain, missed a bill and my phones cut off. Tried to pay the bill and before I log in I must do a security check and I can not receive ******ing messages. AGAIN

That is what happens when you dont pay the bill I am afraid...
You will need to use another phone, VOIP service or Skype and call +44 800 902 0217 and they can process the payment.. Guide: A Guide to Skype
The best way to prevent this is to setup a Direct Debit in the future
