No you only pay the one bill which is a pro rata rate for the difference in the two contracts until your bill is produced

So I have been promised that my upgrade order will be "delivered tomorrow" 3 times now. On my account it is still not processed. Still not delivered. Not even a message to say it is on its way. I have been a customer for probably more than a decade. Have 3 contracts. Clearly though my custom is not valued.

Advice from an O2 Guru regarding a way to get through:
When you call, you will be asked for the reason you are calling,
Stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to an advisor.
Press Upgrade, Lost/Stolen or Fraud if you have to.
