I wish to change my tariff and cancel insurance. It appears to be impossible to engage with anyone in Customer Services. I'm in Mauritius and the phone numbers "don't exist".

That will be down to the Mauritian networks not recognising the UK numbers...
The best option is to use Skype and call +44 800 902 0217 ( Guide: A Guide to Skype ) or use one of the alternative contact methods Guide: How to find help & contact O2
