Charge to mobile problem

So i usually charge to mobile for small things like xbox and twitch, but everytime i try it says there is a bar? Now all my payments are upto date and i have checked my bill's and that and it says no money is owed can anyone point me in the right direction to remove this?

Have you changed tariff recently and added a spend cap?
