Change airtime tariff

I still have 16 months to go on my 36 month device contract but I’d like to reduce my airtime tariff as it’s far too high. The options I’m being offered online are quite silly and are almost all increases in the monthly cost, not decreases! I can’t get anyone to speak to me on the phone either.
I’m happy to keep the device contract going, but how can I get a meaningful reduction in my tariff? Surely I can’t be trapped in that for 36 months too....?

The down option is a couple of quid saving and the data is cut in half. All other options are increases.
You can’t get to speak to anyone on the phone, they just send you a link to the online option!
