I purchased an iPad through o2 and already had a data only sim the contract on that sim ended October 2022 and I haven't used it much, I've spoken to countless people asking to cancel the airtime payment but they're insisting I have to pay the rest of the device plan (which ends in 2026) off too, I don't want to cancel the device plan just the airtime is this possible? am I wording it wrong?

Was the iPad purchased with another airtime plan? If so if you cancel that in the first two years you need to pay off the device.
However, if you are trying to cancel the SIM you already had that is separate and should no effect the device.

O2 have never sold an iPad without a contract sim so one would have been included whether you used it or not.
To cancel without fees will mean you need to wait for the contract to reach its minimum term.
