Calls on roaming

I am on PAYG and on a roaming at this moment. O2 says I can receive calls, but can't make any. How can I change the regulations to make calls?

Check here if O2 have a roaming agreement in the country you are in. If they don't, you'll have to use a local sim I'm afraid http://www.o2.co.uk/international/internationalhub

This is why I asked where you are. I find it strange that pay and go don't have the same roaming agreements as contract. Disappointed for you but be careful always about data @£6/MB.
