Call Barring

Last weekend I travelled to Malta on landing I received a text saying my minutes text and data were included in my monthly package.
I have a Samsung S9
When I tried to make a call, I was informed that I had Call Barring activated.
I checked in settings it was not activated. To make sure I activated it then rebooted. Then deactivated it and rebooted. It still would not work
Luckily I was as ble to use my data allowance to make calls. But I missed several calls and texts over the weekend.
On returning to msnchester yesterday it worked perfectly.
Is there an explanation?

It sounds like you have an international call bar on your account.

Call customer service to have it removed.
