I got my new HTC and switched to o2 21st of July.
22nd of July I already have a bill.
The CS officer on Live chat tells me that is industry's standard line rental.
When I click on the bill it gives me this:

@jonsie is correct. The first bill is issued a few days after start of contract will always be slightly higher (and sooner) than many people expect.... I am quite concerned that Live Chat didn't seem to realise this and told you it was a display error. That information was incorrect.... (One of the reasons we advise people to speak to someone if it is an account issue)

Your first bill is produced a couple of days after you get the phone as you pay one month in advance. The first bill includes that first couple of days and one month airtime which is your tariff. This means your first bill will be slightly more than your future bills.
Payment is always 14 days after the bill is produced and your bill will always be due on the same date every month.
