Only a thought, and I've no idea about the coverage situation in your local area, but...
There are other networks beyond Vodafone & O2. Just because you don't want to be on VF and you're having problems with O2, does not eliminate all your options... assuming you can't wait for O2 to resolve the issues in your area.
I would suggest PAYG SIM from another network (I can think of 2 in particular, without naming names) and maybe try those out before committing.

Can I suggest if you are having network issues that you download and use the TU GO application that has been developed by O2.
This application receives calls and text messages to your device via Wi-Fi, therefore you will not miss any further calls.
