o2 is throttling youtube, videos are buffering all the time but when i use a VPN they play with no buffering. how do i make o2 stop throttling, this violates net neutrality. o2 has been caught throttling youtube and netflix in the past.

Do you mean WiFi rather than VPN, @LukeR?
Also what does the O2 Network Status and test tool say about the relative transfer rates between your O2 4G or 3G signal vs whatever method you are using to carry your VPN?

no i mean vpn, when i use a vpn youtube works properly but when i disconnect the vpn youtube is slow

There is no such thing as net neutrality in the UK, it is a US Political term.
Ofcoms definition: " Net neutrality, also known as ‘open internet’, is the principle that you control what you see and do online, not the broadband provider that connects you to the internet."
I have been on Youtube today using o2 4G and 5G and have had no issues at all.
Looking at the LINX Peers there doesnt seem to have been any loss of service.
What makes you think youtube is being throttled, as buffering can occur when wifi and mobile data are competing and switching, what definition are you trying to watch in?
Are you using a VPN on the laptop or mobile?

i am watching the videos using chrome on a windows 10 laptop. i am trying to watch the videos in 720p, the videos buffer without a vpn but they work when i use a vpn. that is why i think it is been throttled
