Can't reach the voucher

I lost my O2 sim and had another pay as you go sim sent to me and 50£ voucher bought I am trying to top up the voucher using 4444 doesn't work am currently in Ghana the voucher expires next year I have all details of the voucher too

No Signal PAYG Refund
