I wonder if O2 will let me change myspare active pay & go phone sim to Pay & Go mobile broadband?

I think they will as you can on pay monthly if you upgrade

As it is payg if you.  Got a payg data sim and then transferred your number the credit should move over etc but you will need a dedicated payg data sim from memory

What exactly are you trying to do here, get a replacement SIM ? 

If so, I would suggest that you take the SIM and photo ID to your local O2 retail store :-
