If you are insured and that's what you had before, yes.

Otherwise you can buy one, but O2 won't just give you one I'm afraid unless it's a like for like insurance replacement.

Is this a serious question? 

You first of all need to report the phone last to get the phone and the sim card blocked. If you are on a monthly contract you will still need to pay for the last phone unless you have insurance. 

O2 will send you a new sim but you will have to buy a phone yourself or ask a friend or family member if they have a spare phone you can use.
