Unfortunately not, hence why BlackBerry introduced BBM Voice (so you can make free voice calls over data like Skype) but that relies on the other person also having a BlackBerry.

Any other solution, like the one Perksie posted relies on the other person using the same software/program/app.

If its any consolation, we are still waiting on the Skype App coming to the BlackBerry Z10 although it has been promised.
