I have an o2 data sim in a huawei wireless router ,
when I turn a broadband speed test on my Samsung phone or iPad it reads a fast 45-52 mbps download
and yet it delivers slow and buffering service on Netflix or YouTube or amazon prime video
- in fact on the Netflix app it states the download speed is only 1.2mbps
i have a 40gb monthly contract and only 5gb is used this month so that appears ok
any idea what might be the issue.?

Always been an issue with o2 and severely restricts streaming performance.
You may find it better at different times of the day when traffic management isn't effecting it or you can try using "bypass" as the apn but may not still work these days.
