Certainly a conundrum.
Apple have nothing to do with blocking numbers.
02 do not block numbers.
Vodafone do not block numbers.
His iPhone at present without iOS7 due to be released on the 18/9/13, does not have the capability to block numbers.
Your Blackberry has the capacity as far as i know to be able to block numbers.
You have checked with 02 and he's checked with Vodaphone and no issues seem apparent.
You both could ask them to reset your accounts.
You could at the extreeme ask 02 to change your mobile number which is done free of charge once ,but its how important to you that you need to ring him.

Correct they dont block numbers.
Are you sure he has not blocked you.
Have you tried ringing him while stood beside him ?
Apples new ios 7 will have blocking capabilities when its released.
Can you text each other ?
