The sim is activated when you top up so I guess the problem will be with the data apn.
You'll need to enter these settings into the watch data section:
Name : o2 mobile web
APN : PAYG - payandgo.o2.co.uk
Proxy, Port : Please leave blank
Username - PAYG - payandgo
Password - password
Server - Please leave blank
