I would like to get a new phone (preferably refurbished one to reduce cost) and return to my previous sim only so in total i am paying no more than £15 a month if possible. Thanks.

£15 per month for a refurbished phone and airtime is going to be a tall order.
If you can stretch to it getting a phone second hand and reducing your SIM only tariff would work out cheaper
