I was unable to use mobile data as I was late paying my phone bill, but I have now paid what I owe and I still have no access to mobile data. Can this be fixed?

This is not O2. This is a customer community.
It can take 48 hours for payments to clear O2's account.
You need to speak to the Payment Management Team on 0800 902 0217/0800 032 5302
The opening times are:
Monday to Friday – 8am to 8pm
Saturday – 8am to 6pm
Sunday – 9am to 6pm
