I tried to do a one off top up of 4GB in data on my account and it says there's a problem.
How can I buy more data?

You could try again this morning in case the system was glitching at the time you tried, or call O2 on any number in this guide Guide: Coronavirus Community Help and Support

O2'S systems go down for maintenance around midnight so it's never a good idea to do anything on your account around that time.
