Could be that your account is being moved from the legacy to new back-end billing system, @HarveyO - should be sorted by tomorrow.
Could be a bug in your app - if this access works from a browser: https://accounts.o2.co.uk/ - then force-stop the app, uninstall, reboot the phone and reinstall from your device's app store.
