I am confused a little as you mention the bill being paid ontime over the years and then mention the bill being paid within two hours?
If the bill was paid at the weekend or on a friday then payment can as you are probably aware not show on your account till the Monday.
Not sure what O2 have done wrong other than try to protect you as a customer if excessive usage abroad is being used. Its the same with a bank card being used in a unusual against the norm way, it will get blocked until you contact them.
Calling people 'numpties' really is not going to help your cause.
