I received my new phone & sim yesterday & when I was putting through the order I entered my pac code but my old number hasn't been transfered as yet?

Unless you received a text confirming the changeover date, it failed.

Send the form again or call Guide: Coronavirus Community Help and Support 

Advice from an O2 Guru regarding a way to get through:
If you call 202, when it comes to the reason you are calling stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.

@LEXIS Use the numbers in the link above. Because you're not buying anything, O2 doesn't consider your call important, so use the Lost/Stolen or Fraud option if you have to, to get through. Otherwise you'll just be disconnected.

I DO NOT WORK FOR O2

The text should be received to the number you are keeping so you need to keep it on and active.

Calling at 8.00am is the best time to try.
