Just want to start by saying I am not talking about One Note on a mobile or tablet...this is a problem I experience on my two laptops.
One laptop stays in Spain, the other here in the UK.
I thought One Note 'synced across' ....so what I was seeing on one laptop would be identical to the other?
I use one pc more than the other (the UK one) and I am finding that recent info added to One Note on laptop 1 is not showing on laptop 2
Both laptops running Win 7.....Firefox and Chrome installed on both
Of course knowing me, (technophobia rules) I could be mistaken about this syncing business....if so, that's fine.
If I am right.... then why isn't it syncing?

No I haven't checked that...until there was an issue I never even thought of doing it. As I say it's installed, it's on my homescreen and customised icons identical on both laptops. I just click on One Note and it opens.
I don't think I would ever have been signed out as I am the only person who uses my PC's.
Ray only gets hold of them if I say 'hey sort this please'.....

What version are you using, as the web based and 2016 (and mobile) sync without having to be told. IIRC 2015 did also, (I have office personal so its updated all the time and lost count how many iterations there has been). Also, inside onenote, you can have multiple books, so you could be using different ones on each computer. Also, you can share your notebooks with another MS account so if the two computers are set up using different accounts, you can set them up to share (but all your documents would also be shared) This is done using onedrive, if you need help let me know.
