i already had background data switched off, (is this the same as cell data)

Background data and cell data can be two different things. Background off stops apps updating when you don't have them open. Ordinary cell data may come into play when you open the app.

You need to learn how and when to use the wi fi or 3g (mobile network) internet connection on your phone. For someone on a basic PAYG connection, with no included data, which is what you seem to be on - here are the basic rules to save money:
1. When you have a free wifi connection (ie at your home, a friend's home or free wifi zone, eg Wetherspoons bars etc) USE THAT!
2. When you DEFINITELY NEED an internet connection on your phone and your ONLY option is to use the o2 3g network, then ONLY turn it on for the time you need it and TURN IT OFF as soon as you have finished.
3. In your phone settings set application or core phone OS updates to ONLY run when you have a WiFi connection.
Basically you need to do enough reading and research to learn how to use your phone.
Good luck
