Data roaming off yet still get data consumption charge

Just back from Mexico , data roaming turned off before flying out , turned back on on my return .£43.33 data consumption charge . 02 not interested, blamed it possibly on my kids playing with the phone,( no kids). Phone locked up in hotel safe most of the time or on hotel wi-fi when not .no explanation but roaming definitely turned off for the duration .

These would have been charges passed on to O2 so something used data.

At international rates it wouldn't take much data to get there.

Not sure what phone you have but iPhones are notorious for using data to check iMessage and Visual Voicemail even when you told it not to.

Also happening to a lesser extent with Android and RCS messaging
