Most of these facilities work by auto-reject. So the phone doesn't ring, but you still get notification of a missed call from the "blocked" number.

Im just getting annoyed with people ringing me about my contract even though ive already upgraded, they ring once or twice a week.

If the calls are from other companies, then you can register with the Telephone Preference Service. It will then be illegal for anyone to call your number for marketing purposes. (tpsonline.org.uk)
