If you have an iPhone then change the APN to "mobile.o2.co.uk" whilst abroad.
It's more likely that you have a Roaming bar applied to your account though, so as said above, you need to contact O2 to get it lifted. A few more numbers included in this guide Guide: Coronavirus Community Help and Support
