any one else getting problems with the new update as my phone now frezzes and my wifi dont turn on making me mad paying for phone i carnt use

Try this:
1) Turn Airplane Mode on
2) Turn on do not disturb mode
3) Turn your phone off and wait about 5mins
4) Turn back on and turn off Airplane and DND mode
If that doesn't work try:
Settings
General
Reset
Reset Network Settings
(This doesn't erase any content from your phone)
Failing that - your only option is a full reset/restore or take it to Apple (note apple are likely to also suggest a full reset/restore)
As stated you will not lose your data, as long as you do a backup first, then when you restore - choose to restore from previous backup.

Have you tried a hard reset? (hold home+sleep/wake buttons in together for about 10 seconds until the phone turns off, then release the home button but keep hold of the sleep/wake button until the phone turns on)
