Hiya,
I'm also having a similar problem to the one described. I had an iphone 6 and was able to use the phone as a personal hotspot no problem. I bought an iphone X and whenever I try (by going into the phone's settings) I get sent to a generic help page.
My phone is on a contract, and was bought directly from the apple store, so is not locked.
