daughters new phone not accepting sim

 i bought a like new iPhone 11 for xmas for my daughter  had everything set up apart from sim card as i did not want her to know about this until xmas morning the network provider lock is showing as locked ? now this was purchased from 02 and she had an o2 sim why is this not working
