Going to another provider isn't going to get your phone unlocked. If you're a Pay Monthly customer you can call Customer Service for free on your phone from Canada on +44 3448090202
If you're Pay & Go the number is +44 7860 980 202 but you will have to pay International rates. I suggest you use Skype or a similar VOIP if you have access to WiFi, which would be much cheaper. There's also this number +44 344 8090222 if using VOIP.

Welcome to the forum. The request is being rejected because you have tried too many times. We have seen this before. You will have to ring customer services to help with this. 202 for contract.. 4445 for payg
You could, at a push try live chat ...though as this unlocking has got complicated I would avoid them personally.
Ringing them early is the best way to get someone to answer....
I take it you are still in the UK now ...but want this done before you go to Canada?
