Intermittently texts (not imessage) on my iphone (sent from other iphone also on o2) are getting delayed. Both while sending and while receiving. it mostly happens when I am on a train station (due to congestion ?). Works fine otherwise, I guess.

My workaround is to turn Airplane mode on and back off which usually results in my texts coming through on the rare occasion this happens.

Yes, it's a common problem due to cell tower congestion, unfortunately 😞
