Picture messages not sending/being received

Been on live chat with O2 guru for ages this morning trying to get this sorted...no luck!  Picture messages not sending on my Iphone 4s iOS 7.1.1. He's had me trying all sorts of different settings then told me to go into a store as by the time he'd finished i had completely lost the option to text a picture at all. Can anyone help? It has got to be a setting somewhere....i kept texting 2020 'active' and it kept telling me i hadn't got an iphone!  This isn't happeing all the time-sometimes i can send pictures which is what i don't understand...also visual voicemail not working & someone at work said this means settings are wrong?

Any help appreciated 🙂

I am not familiar with iPhone so unable to answer. One of the others will pick this up for you shortly to take you through the settings.

I'm not sure on an iPhone but on Android it is in the "Network Mode" settings......

If your on a 4g tariff then turning that off in Settings.Mobile your iPhone will search out 3G or for the strongest signal available.

Afaik their is no manual toggle.
