Apple Watch not activating

Tried resetting the watch and repairing.
Spoken to Customer Service and time to wait 24 hours but when I leave the watch app and go back it asks to add a data plan no sign of it pending.

Everything set up and the phone shows date plan active.
Just popped out without my phone and the watch isn’t connecting to the network. Just shows red X disconnected.
Mobile data icon is white.
