Apple Watch Series 8 - Mobile Data Activation Error Code 15, 91, 92

Received my Apple Watch Series 8 yesterday purchased directly from O2 and cannot activate mobile data, during the many attempts I get one of the following error codes: 15, 91, 92
Have extensively read through the numerous posts on here spanning back a considerable amount of time and tried all of the suggested fixes and setting changes etc including unpairing and pairing again several times. Still no further along.
Spoke to a customer services representative last night and as nice as he was he had no idea what the problem was so hoping somebody with a little more insight into the root of the issue can pick this up here.

The problem is also down to Apples shoddy QA processes, which means that it breaks whatever is in place.
The number of times as an enterprise customer of Apple we have to log bugs, and issues, as they fix one thing and then break 10 others.
So in my view the blame lies equally in both camps.
All networks are struggling with Infrastructure as councils are denying planning permission due to 5Gidiots and NIMBY's who dont want masts, and also landowners who dont want masts on their land or want stupid fees to host it.
I know of one near me where EE have literally ripped out a mast and wont be replacing it, and if look at Queensferry in Scotland and how long they have been waiting for a new mast because a developer told them to take it down...
Vodafone and 3 are in the same boat as well, so the grass aint greener on the other side

I'm well aware of the challenges with putting up new masts etc as I live in a semi-rural area in Scotland, my wife is with EE and has no issues where we are. My O2 coverage was fine until earlier this year so it's frustrating they've put their prices up more than the annual 3.9% with the justification of investing it back in to the network but they've just made things worse knowing full well it's too much hassle for customers to take any kind of action especially when they're tied into a contract.
