The most common reasons are
- Phone out of credit and cannot receive SMS.
- Phone number active but phone switched off or out of range.
- Active pre-paid account but SIM not in phone.
- Network problems
- So check network status here https://status.o2.co.uk/

If you type *0# at the beginning of your text you can force a response from the network though.

You get a delivery report but never a read report. Not sure any network provide that. EE automatically give a delivered notification but I've no idea about other Networks
