It's very easy to accidentally block a number on a Galaxy...
Open the message app on your wife's phone and press menu >settings then scroll to blocked number list

Hi

Check that either phone has not accidentally had your contacts added to a blocked list.

Edit to add Help link. http://inside-galaxy.blogspot.co.uk/2013/05/samsung-galaxy-s3-how-to-add-or-remove.html

Sending ACTIVE to 2020 is for your Apn settings to allow internet connection and MMS usage.

Apn settings : http://edigitalsurvey.com/log.php?e=layershow

If your wanting to send MMS style texts then ensure your mobile data is on and you have enough credit as these do not come out of your included texts in a Payg tariff.

You may need to ring Cs on 4445 to have mms provisioned on your account.

I assume you can send texts to everyone else.

It is worth checking your Service Status via your full postcode here http://status.o2.co.uk/
