Just phone yourself and leave a voicemail. (or get someone else to call you and leave a VM)
When you press 3 to delete Voicemails, they both should disappear.

You don't need to top up unless you have no credit left.
Give O2 a call on 4445 and ask them to reset your voicemail

I guess you're on the classic PAYG tariff which means that you will have to top up to call voicemail as it is chargeable on that tariff.
If not, voicemail is included in your bundle allowances, so that will need to be renewed by topping up also.
