I have Samsung Galaxy Ace and have just returned from week in Spain. In that week I could receive texts but not send them. As soon as I returned to UK could send texts again.
For anyone that is interested, text messaging works fine with Data Roaming switched off. Spoke with O2 Guru who could not help. If you want to send texts (at cost) then I recommend switching off Data Roaming (and not using O2 Travel) and just connect through wifi instead.
