I ordered a phone on the 26th September with a discount which was supposed to take £30 upfront it only took £20 with no phone having been arrived yet.

@Bleu O2 doesn't operate a live stock reporting service, so it's very likely that the phone you ordered is out of stock, which seems to be the case for many phones at the moment.
You need to speak to customer service.

When it comes to the reason you are calling, stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
Say 'Upgrade', 'Lost/Stolen', or 'Fraud' if the suggestion above doesn't get you through.
Best time to call is 8 am.
